Security Vulnerability Risk Assessments for Event Venues in Bali

Objective

A client engaged H&A to conduct Security Vulnerability Risk Assessments (SVRAs) at multiple event venues and hotels in Bali. The purpose of the assessments was to ensure that each potential venue had the necessary security measures, emergency preparedness protocols, and crowd management capabilities to safely host a large event with a significant number of attendees. The client sought independent security advice to mitigate potential risks and ensure a safe environment for all guests throughout the event.

Approach

H&A conducted on-site security assessments at several venues to identify security vulnerabilities and evaluate their suitability for hosting a large gathering. The assessments covered:

  • Venue security infrastructure, including access control systems at entry points and guard deployment protocols.
  • Emergency response capabilities, such as clearly marked exit routes, assembly points, and medical support facilities.
  • Localised threat assessments, including crime risks, natural disaster vulnerabilities, and civil disorder risks.
  • Venue staff training in handling crowd control, intoxication-related incidents, and security procedures.

Challenge

The primary challenges identified during the SVRAs included:

  1. Access control: Managing multiple entry points and ensuring that unauthorised access is prevented during large events.
  2. Guest safety and crowd management: Ensuring security personnel can handle large crowds while managing intoxication-related incidents and personal disputes that may arise.
  3. Emergency preparedness: Some venues lacked a dedicated Command and Control Post (CCP) to coordinate security operations during the event, which is critical for managing real-time incidents.
  4. Medical support: While some venues had onsite medical facilities, it was important to ensure that medical staff were deployed during events to handle common emergencies, including dehydration and injuries.

Outcome

Following the assessments, H&A determined that several venues were equipped with adequate security infrastructure to host the client’s event safely.
